- Heads of elderships

Elders are municipal officials who perform administrative tasks and duties that are not assigned to the competence of the state or other institutions. 
Tasks performed: 
(a) the internal administration of the ward; 
(b) preparation of municipal council decisions and projects of the mayor's decrees on issues of the ward's activities and submission to the mayor; 
(c) the administration of appropriations for the ward; 
(d) submission of proposals to the director of municipal administration regarding maintenance of roads, sidewalks, squares belonging to the municipality, organization of local transportation, repair of buildings and structures, maintenance of monuments, cemeteries, provision of public services to residents; 
(e) issuance of certain documents to residents of the territory assigned to the ward; 
(f) control of compliance with requirements for the provision of public services and supervision of trade in public places; 
(g) approval of notarial acts and wills equivalent to residents' official wills for residents of the territory assigned to the ward; 
(h) examination of cases of administrative violations of law; 
(i) registration of deaths in precincts of rural residential areas and cities where there are no civil registration offices; issuing burial permits; 
(j) calling meetings of residents of the ward and organizing meetings of residents with officials of the municipality and state institutions; 
(k) performance of other functions assigned by mayoral ordinances; 
(l) directing other employees.
